His appeal was that we doesn't require accuracy to place his debuff but based on the wording of the skills, I am assuming that the provoke needs accuracy.

But improving an attack champ with incredibly low base defense (lower than Trunda/Rae/Foli as they were the only 3 I checked) by giving him an aoe provoke is an incredibly bizarre design decision.
